Serve a stored public media object (local storage driver only)

Only active when STORAGE_DRIVER is the local filesystem adapter; on S3/CDN-backed deployments these URLs are served directly by the bucket/CDN and this route is unused. A missing object returns a generated placeholder image with a 404 status.
